On the occasion of its International Network Annual Days, ANRS Emerging Infectious Diseases and the French Ministry for Europe and Foreign Affairs (MEAE) signed a framework agreement on Monday 29 June aimed at strengthening their cooperation in the fields of global health research and scientific diplomacy.

This agreement formalises the Ministry’s support for ANRS MIE’s international activities and marks a new milestone in a long-standing collaboration, in support of efforts to combat emerging infectious diseases and to strengthen research capacity internationally.

Research at the centre of France’s scientific and health diplomacy

In a context marked by ongoing emerging health challenges, research is a key lever for anticipating crises, generating knowledge, developing innovations, and informing public policy.

The partnership between the French Ministry for Europe and Foreign Affairs and ANRS MIE is fully aligned with France’s international priorities in global health. It contributes to strengthening preparedness and response to emerging infectious diseases, to combating epidemics, and to promoting the “One Health” approach, which integrates human, animal, and environmental health dimensions.

At the time of the signing, the French Ministry for Europe and Foreign Affairs reaffirmed the central role of scientific diplomacy in addressing today’s major global health challenges. In this regard, the complementarity between ANRS MIE’s scientific credibility and the Ministry’s diplomatic influence represents a key lever, now formalised through the agreement signed between the two institutions.

The strengthening of the partnership with ANRS MIE is fully consistent with this dynamic. Now recognised as a leading actor at European and international level, the agency actively contributes to promoting French scientific excellence and strengthening research capacities in partner countries through its international networks, training programmes, and collaborations with scientific institutions

A partnership to address major global health challenges

The framework agreement formalises the terms of support provided by the French Ministry for Europe and Foreign Affairs to ANRS MIE’s international activities.

This support is translated in concrete terms through:

  • support for the mobility of scientists, researchers and students,
  • facilitation of administrative and consular procedures,
  • deployment of international technical experts.

It thus contributes to streamlining the implementation of scientific projects in partner countries and to strengthening the international presence of French research.

Thanks to this support, ANRS MIE is able to expand its activities in many partner countries and develop sustainable collaborations with research institutions, universities, health authorities and field actors, particularly in low- and middle-income countries (LMICs).

By consolidating their partnership, ANRS MIE and the French Ministry for Europe and Foreign Affairs reaffirm their commitment to contributing to a global scientific governance based on excellence, knowledge-sharing and multilateralism. This strengthened collaboration makes it possible to continue and scale up actions in support of research, global health, and preparedness for tomorrow’s health challenges.

The signing of this agreement reflects France’s determination to remain a leading actor in global scientific governance.
