The network of French funding agencies in open science welcomes a new member

In 2020, the French Agency for Ecological Transition (ADEME), the French National Research Agency (ANR), ANRS Emerging Infectious Diseases (ANRS MIE), the French Agency for Food, Environmental and Occupational Health & Safety (ANSES) and the French National Cancer Institute (INCa) signed a joint declaration in favour of open science in order to promote the dissemination and sharing of knowledge. In 2023, they continued to collaborate on the shared commitments of their roadmap and in 2024 they will welcome a new member: Fondation pour la recherche médicale (FRM).

Renewed commitments to open science

For 2024, the agencies undertake to continue their collaboration on the priority actions of their roadmap in order to strengthen their common policy:

  • Promote immediate open access. The agencies will continue their commitment by recommending immediate open access, with the CC-BY license, to the publications resulting from the projects they fund. Furthermore, and in accordance with the second edition of the National Plan for Open Science, they undertake to work together on implementing the rights retention strategy.
  • Support the diversity of open access publication models. Committed to bibliodiversity, the agencies support the  Action Plan for Diamond Open Access, published in March 2022 by Science Europe, cOAlition S, OPERAS and ANR. They will work to identify funding levers to support fair, transparent and community-driven scientific communication models.
  • Deploy a common, structured data management plan. In order to prepare data for sharing and eventual dissemination, the agencies are committed to the gradual implementation of a machine-readable data management plan. Firstly, they aim to deploy their common structured DMP template, using the DMP OPIDoR tool. Depending on their areas of intervention, the agencies will also work to raise private player awareness about the sharing and opening up of data.
  • Participate in discussions on the research assessment reform. The agencies will continue their discussions to improve project assessment practices, taking into account the principles of DORA and the future work of the Coalition for Advancing Research Assessment (CoARA) established in late 2022. In this context, they will ensure that all research products, including datasets, source codes and software, are taken into account, and that narrative CVs are progressively used.
  • Continue to promote the adoption of the ORCID ID and more generally implement a policy of unique and long-term identifiers1 for research stakeholders, structures and objects, particularly as part of the deployment of the appelsprojetsrecherche.fr portal

In 2023, the agencies undertook new actions and strengthened their previous initiatives in order to implement these commitments. Among these actions, the network members all support the Action Plan of Diamond Open Access published in March 2022 by Science Europe, cOAlition, OPERAS and ANR.

The open science webinars continue

In 2022, the agencies, in collaboration with the Open Science Committee Skills and Training Board, set up a joint cycle of five webinars for their staff. This first cycle was very closely followed and received positive feedback. In 2024, the network will offer two new webinars hosted by personalities renowned for their expertise in open science:

  • Webinar 1: The Recherche Data Gouv ecosystem and the data workshops
  • Webinar 2: The research assessment reform

We welcome a new member

This year, the open science network welcomes a new member Fondation pour la recherche médicale (FRM), the first non-governmental agency to join us.

FRM supports French biomedical research conducted in the laboratories of public research and higher education bodies. Founded in 1947 and recognised as being of public utility in 1965, it owes its actions solely to the generosity of its donors, partners and testators. It provides private financial support to research projects selected by calls for proposals, in all disciplines and across the entire biology and health research continuum. In 2022, FRM wished to adopt an open science policy in line with its missions and commitments and in accordance with national and international practices and standards.

By joining our network, FRM undertakes to collaborate with the other member agencies on the joint actions presented on the 2023 roadmap and will progressively harmonise its open science policy with those of the other agencies. Expanding the network to include a private research player will enrich exchanges and strengthen its visibility at national level.
